With reference to your Confidential

Despatch of the 22nd. February, 1918, I have the honour to recommend that Mr. Perkins may be permitted to draw the first increment of his salary as First Assistant Director of Public Works from the 21st. February last, the date of his appointment to the post. At the time of his promotion Mr. Perkins was drawing a salary of £630 and £60 duty pay, and also an allowance of £100 a month, which at the present rate of exchange would have been over £200 a year, a total of over £850 a year. On his promotion he drew the initial salary of £690 and duty pay £75, a total of £765. Though the allowance of $100 a month cannot be regarded as part of the emolumenta referred to in Colonial Regulation No. 91 I think that Mr. Perkins has some claim to consideration and I should be glad if you would approve my recommendation.
